[UX]Create a "First Run Center"

Because asked to do so on the feature request report, I'm carrying
this here too: the need to create a "First Run Center" to help users
"register with themselves" (i.e., fill info on Tools → Options →
OpenOffice.org → User Data) among other things:

This is important because useful features like opening a Writer
document on the last edited point instead of the document beginning
rely on the information provided by the user under Tools → Options →
OpenOffice.org → User Data.

Attached to the issue there is a Draw document with a (sort of) mock-up.
