3.2.0 branch now in R-T-C mode

Now that 3.2.0 is released, the 3.2 maintainance branch is now in
Review-Then-Commit mode -- so don't check in any changes to that branch
except after 3 +1's on a bug:

  http://wiki.apache.org/spamassassin/DevelopmentMode

(Note that changes to sandbox rules in the rule sandboxes are exempt from
this btw.)
