when you make a compilation of APR and do a make install DESTDIR=/foo
and then you try to compile APT-UTIL --with-apr=/foo/usr/local/apr/
you'll get an error of not finding apr-1-config and not creating appriopriate
rules.mk file
then no make target exists.

I think you are misusing the DESTDIR variable. The DESTDIR is a way to provide staged
installs, where the installed files are copied into a temporary location (DESTDIR). The
relative directory structure and embedded file names are not modified.
