Re-purposing and renaming the roller_usermanagement branch

I need to start working on a couple of my 4.1 tasks immediately. To
facilitate that I would like to rename and re-purpose the existing
roller_usermanagement branch. I'd like to rename it to roller_4.1 and
start using it for general Roller 4.1 development.

Once 4.0 is released or branched, I'll merge roller_4.1_dev back into
roller_4.0.

Any objections or better suggestions?

I haven't heard any objection to this so I'm going to go ahead and
rename the branch.
