I'd propose to create a new subproject pdfbox-interactiveforms for that as this will
a) not be needed by everyone
b) be specific to how we 'style' the fields appearances as this is not covered by the PDF spec
c) help modularize PDFBox instead of adding that to the default pdfbox 'core'

Initially I'd like to replicate Adobe Acrobat's field settings dialogs and back that by the settings and appearance streams.
