[I] Make arrow's timezone module publish gap information [arrow-rs]

mhilton opened a new issue, #11472:
URL: https://github.com/apache/arrow-rs/issues/11472

   ### Is your feature request related to a problem or challenge?

I've been looking into how best datafusion's `date_bin` function should be made timezone aware. One aspect of this work is handling local timestamps that have no representation in a particular timezone. To be able to handle these we will need to know where gaps start and end.

   ### Describe the solution you'd like

I would like to see. the addition of a `GapInfo` structure, modelled on `chrono-tz`'s [`GapInfo`](https://docs.rs/chrono-tz/latest/chrono_tz/struct.GapInfo.html), that presents the start and end of a gap using arrow native `ArrowTimestampType`s.

   ### Describe alternatives you've considered

The alternative is to parse the timezone string as a `chrono_tz::Tz` and use `chrono`'s `GapInfo` data.

   ### Additional context
