I can not reproduce the issue on Windows. I tried following the repro steps in the original issue in Cmder, Powershell and cmd.exe. All could create the project and add the `windows` platform (version 5.0.0) without any problems.
(I am using npm 6.1.0 and Cordova CLI 8.0.0)
Can you please provide some more information [~takuya] or [~knaito] - what could be different on my system?
