**Is your feature request related to a problem or challenge? Please describe what you are trying to do.**
We now support `IS TRUE`, `IS FALSE`, `IS UNKNOWN` (https://github.com/apache/arrow-datafusion/pull/3235, https://github.com/apache/arrow-datafusion/pull/3246)).
We are not yet doing any type validation in the logical plan.
**Describe the solution you'd like**
Add type validation as part of the `TypeCoercion` optimizer rule being developed in https://github.com/apache/arrow-datafusion/pull/3222
**Describe alternatives you've considered**
None
