[I] Implement methods in HFileUtils extends BaseFileUtils [hudi]

   org.apache.hudi.common.util.HFileUtils only has 2 methods implemented and the rest throw unsupported operation exceptions. Implement the other methods so that we can use hfile the same as we use orc and parquet for base files.

   This issue was reviewed as part of the JIRA-migrated backlog triage (HUDI-7741).
   
   **Findings: still open.**
   
   No commit on `master` references HUDI-7741, so nothing has landed under this ticket's key.
   
   The description is substantive and self-describing, so this is workable as written - what is missing is an owner rather than a specification.
   
   Keeping this open.
