Doing a publish with plugman requires an exploded directory. Basically today's release process is to point the publish command at the development directory (git clone) and hope that it is checked out at the correct tag. This ignores the zip files that were built for dist-dev and voted on. A better solution would be for the plugman-publish command to accept a zip filename, so that the voted dist-dev content can be referenced for publish directly.
