1. File - Open... open a spreadsheet
2. right click sheet tab - Cut or Copy
3. select destination and right click - Paste
Nothing is pasted.

This one has nothing to do with an incorrect copy function or so. If you have
selected some cells with context, righclick on sheet tab and click "cut" in
context menu the contents of selected cells will be cut.
(a) So context menu offers 2 areas with possible actions
(a1) Tab sheet related actions
(a2) Cell contents related actions
Some users might rate that as a feature, others might be worried
(a3) And why does rightclick on sheet tab pffer "cut cells contents", but not
"delete cells contents"? That is not intuitive.
(b) Also Layer tabs in Draw / Impress affected
(c) not a new effect, already all the same in OOo 1.1.5
(d) I think
(e) Needhelp
I checked specifications (for example "Context Menus in Calc"), but I did not
find problem related instructions

Imagine:
You are working at a sheet and now you reach a position, where you want to
insert something by copying from another sheet.
1) Place the cursor to the insert position.
2) Go to the other sheet
3) Select and copy the wanted range
4) Click with the _right_ mouse button onto the previous sheet and select
"Paste".
So IMHO the entries are not "unrelated".

I doubt that many users work that way, but that might be an argument to leave
function as it is. Do you know similar context menus?

Maybe, but I use it as designed so I can't differ to say what is similar.
Many features will become apparent only when you use them.
