Status update: I started some work to refactor this patch into several independent engines (to make it easier to control the behavior from the Apache Felix admin console), you can track my work here:

However the fise vocabulary needs to be extended to handle TopicEnhancement and TermEnhancement explicitly rather that reusing the EntityEnhancement type which is not very well suited for this.

I will open a dedicated issue for this vocabulary extensions.
