You control the Apache service in the Services applet within the
settings - control panel - administrative tools unless you have run
the installer to install apache 'just for current user' (in which
case there is no service, and you get a start menu item to launch
the apache server window, a rather boring command window box.)

As far as not-starting, you don't provide any information so it's
awfully hard to help.  issues.apache.org isn't a support forum, take
that issue to a peer support users list.
