   ## What is the purpose of the change
   
   RocksDB library folder would be cleaned  in time if fail to load.
   
   ## Brief change log
   
    - Refactor `RocksDBStateBackend#ensureRocksDBIsLoaded` method to ensure cleaning library folders in time if fail to load.
   
   ## Verifying this change
   This change added tests and can be verified as follows:
   
     - Rename previous `RocksDBInitResetTest.java` to `RocksDBInitTest.java` to include tests verifying rocksDB lib folder would be cleaned up in time if fail to load library.
   
   ## Does this pull request potentially affect one of the following parts:
   
     - Dependencies (does it add or upgrade a dependency): no
