This is basically just finishing up what was started in LUCENE-8863. It adds a public constructor to {JapaneseTokenizer} that lets you bring-your-own dictionary, plus exposing the necessary constructors for {UnknownDictionary}, {TokenInfoDictionary}, and {ConnectionCosts}.
