Description:
src/plugins-build/aptdoc/src/main/org/apache/maven/aptdoc/XdocSink.java generates xdoc XML files with no encoding.

Running the maven:plugin-docs fails because
src/plugins-build/aptdoc/src/aptdocs/examples.apt includes international characters.

This patch fixes the problem.
