thrift-build docker repository

Currently the thrift-build docker we're using for all our builds is located
here:

https://hub.docker.com/r/thrift/thrift-build/

It says that the source repository is from nsuke/thrift.
This should be changed to apache/thrift.

In addition I would like to be able to build and place an image tag in the
same way our build system on travis CI does it, but I do not know how to do
this. For example right now I am working on an Ubuntu Xenial Dockerfile
and when I get it all working I would like to tag the image so that it can
be reused by the thrift travis builds and not have to be rebuilt.

Any guidance would be appreciated - thanks.
