Hi Russell,

I'm going through the backlog of google issues and after looking this over, I think there's likely still work left here even though https://github.com/apache/libcloud/pull/267 has been closed.

The code and GCE features have changed a bit since you first looked at this, but I'll keep it open until I can take a closer look.  Let me know if you have other ideas based on current state of code.
