cordova build android is taking more than 15 minutes to complete on my machine. The machine performs very well when compiling native apps,

It appears that while the app is building it spends a great deal of time after it discovers each plugin and then installs it.

For example, the following two lines of output took 5 minutes to move past:
  Discovered plugin "cordova-plugin-device" in config.xml. Adding it to the project
  Installing "cordova-plugin-device" for android

Relevant context:

cordova platform ls
Installed platforms:
  android 6.2.3
  browser 4.1.0
  ios 4.3.0

cordova plugin ls
cordova-plugin-compat 1.1.0 "Compat"
cordova-plugin-device 1.1.6 "Device"
cordova-plugin-file 4.3.3 "File"
cordova-plugin-splashscreen 4.0.3 "Splashscreen"
cordova-plugin-whitelist 1.3.2 "Whitelist"
phonegap-plugin-push 1.9.4 "PushPlugin"

cordova --version
7.0.1
