CacheControl and IP access restriction

There's a relatively well known problem of sites using IP (or domain) based
access control, and that access control being completely subverted by 
caching proxies, indexing engines or similar within the allowed domain,
who then (as they have no knowledge of the content restrictions) proceed
to throw the data "over the wall".

I've got a patch for mod_access which will send Cache-Control: private
responses for pages where the access would be restricted by a .htaccess file
or similar. Would there be any interest in incorporating this into a later
revision of the 1.3 tree?
