[T5.2] Is there a reason why T5.2 is not using the latest version
of scriptaculous?
It's still using 1.8.2, when 1.8.3 has been out for a year - is there a reason for this?

No real reason; what's new in 1.8.3?
I could see upgrading to 1.8.3 in the next beta release (5.2.2).
