Eroma closed AIRAVATA-1901.

    Resolution: Fixed

Tested and verified in https://dev.seagrid.org/

Now when new users created they get user_pending and gateway admin can assign roles sg_user, sg_admin, etc... and correct access is give to the user upon re-login to the gateway.
