Hadoop1HDFSUtils doesn't seem to be Spark-specific, and in Flink-bindings we need to have similar functionality. For now I just copied this class over to the Flick bindings submodule, but it would be nice to have this in some commonly used module e.g. mahout-hdfs or in the scala bindings. 

Additionally when the utils class will be changed in spark bindings (e.g. in MAHOUT-1660) we'll have to copy the changes - so it would be nice to avoid it
