Hello,
My firewall has detected that Open Office 4 is trying to connect to the
internet via vlc file soffice.bin, using 112,424k.  Is this file a legitimate
Open office file or a bug of some kind?

That is OK, soffice.bin is the main executable of OpenOffice to which
soffice.exe is just a wrapper.  While vlc (the video player) is often
registered for the .bin extension, soffice.bin is not a video file but an
executable.
