Currently, if {{notifyStateStoreOperationFailed()}} is called when both HA and fail-fast are disabled the message logged is, "Skip the state-store error."  For a warn-level message, that's pretty useless.  Instead, the message should include information about the exception that was passed in and provide a little context about what's going on.
