This information would be incorrect. It would be a valid to say that in order for a Declarative Services descriptor to be interpreted when the containing bundle is deployed, an implementation of the Declarative Services must also be deployed (although this is a bit of a tautology - for DS to work, DS must work) and Felix SCR is an example of such an implementation. But there's nothing about the Maven SCR Plugin which requires Felix SCR specificially.
