Interceptor Ordering
Please review

I've been working on the dependency stuff and will be ready to check something in over the weekend.
I think this is the stronger solution (though it also does not rule out <interceptor-set> in the
future). Just want people's opinions.

They have no jars on the werkz site, and I can't access the CVS
repository. Where have you guys got the code from?
