Rolling Struts 1.3.9 end of April
I plan on rolling 1.3.9 at the end of the month. Very few bugs have been
trickling in, which is pretty good considering all the changes since
1.3.5. If anything else in need of minor fixing exists, please take the
next 2 weeks to do so.

If it's being developed on trunk and will not be released as part of
1.3, then I would delete it.
If you leave it in the 1.3 branch, please add a README.txt file
explaining what it is and why it's not listed in pom.xml so it's clear
to anyone looking around later.

Since Tiles 2 dependencies moved to the trunk, maybe I should remove
the tiles2 (unused) module in the 1.3 branch.
What do you think?
