This would be better dealt with at the project level by clearly stating to committers in docs or whatever, that the use of Jira IDs is mandatory. The only use this has is to link the jira issue to the commit revision. If committers forget to add such a jira tag to the commit log, then ask them to fix the log message with 'svn propedit svn:log rxxxxxx' . If they are consistent in not adding jira IDs then pull their commit rights or something. Most things that you want committers to do can be done at the project level.
