   ### What changes were proposed in this pull request?
   Provide a new parquet bit-pack algorithm that speeds up parquet file reading/writing. the algorithm use Vector API in JDK 16 or higher version. 
   ### Why are the changes needed?
   To support this algorithm, some code changes are needed in Spark
   
   ### Does this PR introduce _any_ user-facing change?
   No
   
   
   ### How was this patch tested?
   Functional test and system test
