when was it fixed? the current computer is rather new, I got it a month ago, the local repository is completely new, so I'm wondering how come the metadata didn't get downloaded.

looks like this was an issue with the metadata, and though I agree the hard dependency using the metadata is a bit weird, I think it's best we look to how artifact evolves

my local repository didn't include maven-metadata.xml files even though ti contained multiple versions of commons-logging. after deleting the whole directory in the local repository and downloading the bits from central, the metadate file appeared and the project stated building..

The metadata for commons-logging was incomplete. Several versions were missing. This is probably due to artifacts being converted from the Apache M1 repository. I fixed the metadata in the Apache M2 repo a while back. But Maven doesn't re-download files to the local repo, so you have to nuke that part of your local repo to get it working.

ok, that could be well after I got the new laptop.
Downgrading priority, it still seems odd that a soft requirement 1.0.4 will not need to consult the versions metadata, while a hard requirement on [1.0.4] requires it. I guess the hard dependency on 1 single version shall be handled differently than regular version ranges.
