When webapp is restarted the finalize method of application scope classes is not called consistently

Summary: When webapp is restarted the finalize method of
application scope classes is not called consistently
           Product: Tomcat 4
           Version: 4.0.2 Final
          Platform: PC
        OS/Version: Linux
            Status: NEW
          Severity: Critical
          Priority: Other
         Component: Unknown
        AssignedTo: tomcat-dev@jakarta.apache.org
        ReportedBy: eddiew@oakleafconsultancy.com

I am using oracle database connection pooling and have a login connection pool
that is managed by an application scope class. The finalize method of this
class is coded to terminate the login connection pool.

I would have expected the finalize method to be called when the webapp restarts
but.....

The finalize of the method is however not called consistently - if I use the
manager app to do a restart on the webapp the finalize method is called maybe 1
in 3 times. Clearly I need a method of running this everytime.
