fatal errors, exceptions

Hello,

When you log an fatal error, you probably would want to do that only
if something is severely wrong. Wouldn't it be better to thrown an
exception? I suppose that one would only log exceptions with 'fatal'
then?

Do people have made guidelines about when and how to use which
priority for logging?
