After fixing https://issues.apache.org/jira/browse/AMBARI-17251 dependency validation messages are not correct, sometimes there is no missing dependency error in response message. If there are component dependencies (host or cluster scoped) they are added automatically to the Blueprint only in case the related service has already at least one component, otherwise a missing dependency error should be returned.
