I have the same issue:

CREATE KEYSPACE <keyspace-name> WITH replication = {'class': 'NetworkTopologyStrategy', 'eu-central-1': '2'} AND durable_writes = true;{code}
I am running *Cassandra 4.0* on *Ubuntu 18.04 LTS*.

The same happens even if I specify the keyspace name in the nodetool status command.
