Added this is a blocker to MESOS-1830 so that we can simplify the TaskState changes there.

> As we move towards pure scheduler/executor clients, it is imperative that the scheduler driver doesn't do validation of tasks and generate TASK_LOST messages itself. All that logic should live in the master. Schedulers should reconcile dropped messages via reconciliation.
