[I] Add support to display custom messages in Airflow 3 UI [airflow]

### Description
Add support to display custom alerts in new UI. This was useful in making announcements and maintenance updates to all the users. The `ui/config` could be updated to fetch this value.

Also displaying the header and page title for the respective environment

Yes, I think it was defined int he config file previously. We just need to make sure that it is then passed through our existing `/ui/config` endpoint. And then we can display it as an `<Alert />` component

Specifically, keeping it in airflow_local_settings makes sense imo. We just need a new home for the old `UIAlert` class, and bring it back from the dead. We will want to change the import path, probably [here like we have ExtraMenuItem](https://github.com/apache/airflow/blob/f3078fb33a0d53e58d1177f9fd806e0746ae3f12/airflow-core/src/airflow/api_fastapi/common/types.py#L79). And we should keep the old www path "functional" but emit a deprecation warning, ideally.

@bbovenzi do we want to do the UI similar to in 2.0 like https://airflow.apache.org/docs/apache-airflow/stable/howto/customize-ui.html#add-custom-alert-messages-on-the-dashboard? Ie define it in some file (Perhaps the config file similar to instance_name in the link) and serve it up via an api?
