- Cosmetical fix or httpd.conf comments on paths (irrelevant to subject).

Netscape and Accept-Charset:

Incorrect value for Accept-Charset in Netscape:

Netscape (BrowserMatch Mozilla/4) returns Accept-Charset everytimes
equal to "iso-8859-1,*,utf-8", independently on preferred languages
and selected default charset. This fact have no direct consequence to
Apache functionallity, but client programs parsing returned
Accept-Charset value should encounter this problem and in case of
Mozilla/4 guess charset from language/OS pair.

I recommend adding of language specific AddCharset lines to UNIX's
default httpd.conf (it brings better document charset negotiation).
Especially West European / American webmasters takes no care about
proper setting of charset, because most browsers (in West Europa)
defaults to Latin-1.

Iso-8859-2 probably is not good default for Win Apache (East European
Win uses windows-1250 by default).

Czech: Most browsers (and RFCs) use cs for Czech language (CZ is
reserved for country code) and Apache needs to support "cs" language
string. If there is no reason for cz instead of cs in name, you also
can rename index.html.cz to index.html.cs and cz lines remove (or keep
it for backward compatibility).

In following patch is missing specification for languages, which
conventions I don't know.

Cosmetical fix of httpd.conf file comments (default paths)
This one was written against 1.3.9, but without change can be applied
to 1.3.12.
