The high level is that our projects are provided under the Apache License 2.0 ( [https://www.apache.org/licenses/LICENSE-2.0] ). Software under other licensing can be included with these projects and you'll see the policies for our projects on which licenses can be included, and when, on this page: [https://www.apache.org/legal/resolved.html]
This is a broader page on our licensing, including discussion of the licensing of contributions to Apache projects and United States Export Control information: [https://www.apache.org/licenses/]
Ultimately the most detailed answer for your use case is the license information contained within the project you wish to use, and their dev@ mailing list is the best place to ask if you have specific questions about the details of the project.
