I expect they're different historically just because the domain launcher was created at a point that that was the set of launchers being used. Subsequently the fullapp laucher was changed to bring in a different implementation type and to show policy in action. I think the real answer is that they should be the same (however it is interesting the see the pluggability of contributions in action)
