I already see possibility to add pictures with  "Ooo 1.1.5 [645m58 (Build
8950)]" on German WIN7 Home Premium (64bit):

<f11> -> Page Styles -> Rightlick "Default" -> Modify -> Header-Tab -> More
As-Graphic (Selector) ...

I wonder whether the has ever been an issue or, probably user error, simply did
not read Help ...
