Workeffort User Can't Login

I have end users who get only the Workeffort area of access, and no other
access. 

 

It appears that in opentaps 0.9.1 such a user cannot login to the system at
all. 

 

(When I add some other areas of security then they can login as expected.)

 

Maybe we could get verification about this before reporting it as a bug.
