   What installation instructions are you following? The official documentation does not mention using `pip install` for setup.py.
   It specifically mentions this example:
   
   - git clone https://github.com/apache/kibble.git /var/www/kibble
   - cd /var/www/kibble/setup
   - pip3 install -r requirements.txt
   - python3 setup.py
