### What happened
I set up a local database in MySQL by running the `dolphinscheduler_mysql.sql` to init the database. But when I log in with the API server, the time-zone is 'GMT+8' which leads to I can't open the frontend page.
### What you expected to happen
Should open the home page after login
### How to reproduce
Start the API server and init a new database.
### Anything else
The problem is the 'application.yaml' of the API server has the wrong time-zone value, will change it to `UTC`
