[I] Assure that the alpha committees and projects are cleaned up (tooling-trusted-releases)

Make sure that we have retired committees that have retired since we started the alpha.
Make sure that the projects are cleaned up including weird incubator projects. These move and/or retire

I found that POI 0.6.0 was actually Otava 0.6.0-incubating - moved it to Otava project. Are we saying those should be deleted also? Or are they just retired releases within Otava?

I went through https://release-test.apache.org/admin/catalog and have moved the incubator projects. I think that these stem from retired and graduated podlings that never cleaned up their incubator releases. Anyway they are moved and I generally archived these releases. We may wish to clean up svn:dist at some future date.
I also marked any committee with 0 or 1 project as having done their review.
