SVGRenderer and JDK11 COMMIT PLEASE

SVGRenderer calls the Math.toDegrees() and Math.toRadians() functions.
Unfortunately, these functions are JDK 1.2+ functions (do not exist in JDK
1.1). Attached is a DIFF to add the appropriate code to SVGRenderer instead
of calling the Math class functions.
