Automatic Index rebuild batch size can be controlled by "phoenix.index.failure.handling.rebuild.period" in milliseconds.

> This help in following ways:-
> 1. Without checkpointing, if any point of time, hbase is restarted or Index rebuilding fails, then we need to start all over again.
