[PR] ci: add a label-triggered luceneutil benchmark workflow for pull requests [lucene]
owaiskazi19 opened a new pull request, #16894:
URL: https://github.com/apache/lucene/pull/16894
### Description
- Part of #16398: committers can benchmark a PR by adding a label.
- luceneutil compares the PR's head commit against its merge base on a GitHu runner and posts the results as a PR comment
Usage
- benchmark:luceneutil-1m is for judging a change.
- benchmark:luceneutil-10k is a smoke test.
- To re-run, remove the label and add it back.
Tested on fork https://github.com/owaiskazi19/lucene/pull/6
A committer needs to create the two labels `benchmark:luceneutil-1m` and `benchmark:luceneutil-10k`.
