[I] Read hangs with Databricks driver when Cloud Fetch is enabled [arrow-adbc]

   When Cloud Fetch is enabled, the Databricks driver hangs during read operations on large datasets. The fetch process starts but stalls mid-way and never completes, requiring manual termination.
