how is set the lang parameter in a soap fault ?

How is set the "lang" parameter for a reason in a soap fault ?
 
soap:Envelope xmlns:soap="http://www.w3.org/2003/05/soap-envelope">
   <soap:Body>
      <soap:Fault>
         <soap:Code>
            <soap:Value>soap:Receiver</soap:Value>
         </soap:Code>
         <soap:Reason>
            <soap:Text xml:lang="en">tttt</soap:Text>
         </soap:Reason>

 
Is it based on the default locale of the JVM ? Is it related to a specific parameter (bundle ? locale ? ) that is used when the SoapFault is generated ?
